Google Play's 12 testers for 14 days rule, explained

If you created a personal Google Play developer account after November 13, 2023, you cannot publish to production until you finish a closed test. Here is exactly what that means and how to get through it without restarting the clock.

The requirement in one sentence

Your app must run a closed test with at least 12 testers opted in continuously for 14 days before you can apply for production access. Organization accounts registered to a business are exempt.

How the clock really works

  • Invited is not opted in. A tester counts only after they open your opt-in link, accept, and install the app.
  • The 14 days are consecutive. If your opted-in count drops below 12 at any point, the window restarts when you get back to 12.
  • Recruit more than 12. Testers drop out. Fifteen to twenty opted-in testers protects you from a restart.
  • Google looks at engagement. Reviewers ask how testers used the app and what feedback you got. Install-and-forget testers are a risk at the questionnaire stage.

Step by step in Play Console

  1. Create a closed testing release and upload a build.
  2. Under Testers, create an email list and add each tester's Google account email.
  3. Share the opt-in link. Testers accept and install from the Play Store.
  4. Watch the opted-in count. Add replacements immediately if anyone leaves.
  5. After 14 continuous days with 12 or more, open the Dashboard and Apply for production access.
  6. Answer the questionnaire honestly: how you recruited testers, how many, what they used, what you changed.

Answering the production access questionnaire

Google asks ten short questions. Strong answers are specific: name the recruiting channel, give the real opted-in count, describe the flows testers exercised, quote a piece of feedback, and say what you fixed because of it. BetaTesters keeps all of this in one place: each tester's Google account, their daily check-ins, and their structured feedback report, so your listing page writes most of the answer for you.

Ways to find testers

  • Friends and family. Free, but they forget to keep the app installed.
  • Test-for-test groups. Free and real, but slow. BetaTesters swap credits do the same thing with escrow so nobody gets stiffed.
  • Gig marketplaces. Cheap, but you cannot tell a real device from a bot farm, and fake opt-ins can flag your account.
  • Paid testers on BetaTesters. You set the reward, testers link real identities, check in daily, and get paid only when you approve.

Ready to run your closed test?

List your app in five minutes. Your progress dashboard tracks every tester's 14-day window and tells you the day you can apply.
